Eugene Leo Gartland (July 12, 1925 – July 23, 2011) served in the U.S. Merchant Marine in the South Pacific during World War II. After the war he returned to the Bay Area, attended St. James Grammar School and Bellarmine College Preparatory, and studied at the California Maritime Academy. He joined the San Francisco Police Department while earning a B.A. and later a J.D. from the University of San Francisco School of Law, and began practicing maritime law in 1953. Gartland served as general counsel for the International Organization of Masters, Mates and Pilots (1978–1982), was appointed to the San Francisco Port Commission in 1979, served as commission president in the early 1980s, and was Port Director until his retirement in 1988. He died at his home in San Francisco on July 23, 2011, and was survived by two daughters, grandchildren, and a longtime companion.
